Consultation on Proposed Changes to Mainstream SEND Top Up Funding
Overview
Northumberland County Council is consulting on proposed changes to the Mainstream SEND Top Up Funding banding system. The proposals aim to improve clarity, transparency and consistency in the allocation of top up funding for pupils with Education, Health and Care Plans (EHCPs).
The proposals are summarised in the Schools Forum paper presented on 1 July 2026. Please refer to Appendix 2 of the report which is available here.

Why your views matter
The consultation seeks the views of schools on the proposed changes before any final decisions are made.
Responses need to be received no later than Friday 18th September 2026.
